CDIC 2026 Annual Report

Our year at a glance

In 2025/2026, we welcomed the appointments of Gina Byrne as CDIC’s Interim, President and Chief Executive Officer (CEO) and Martin Glynn as Chair of the Board of Directors.

We focused on three strategic objectives, with progress in these areas reinforcing Canadians’ confidence in CDIC and the protection of their eligible deposits, while also undertaking additional actions to align with government priorities and expectations.

What was achieved?

Depositor trust and confidence

  • CDIC’s Differential Premiums By-law, which introduces a differential premiums system to enhance our effectiveness to determine risk-based premiums, took effect as of April 29, 2026.

  • CDIC’s membership increased to 85 members. Deposits insured by CDIC increased 4.0% year-over-year to $1,290 billion as at April 30, 2025.

  • As part of our Public Awareness Strategy, general public awareness of deposit insurance was above target at 69%.

Resolution readiness

  • We oversaw Canada’s six largest banks as they advanced testing of their resolution capabilities. We also tested the deposit data capabilities of member institutions and nominee brokers and continued to develop resolution plans for small and mid-sized members to enable early, decisive action to protect depositors, if required, and preserve financial stability.

  • At the end of Q4, the ex ante fund reached 90 basis points of insured deposits, exceeding the target of 85 basis points.

  • We continued participating in the tri-agency Data Collection Modernization initiative, which aims to enhance our access to data and analytics.

  • Our Simulations Centre of Excellence conducted four exercises with CDIC staff, external partners, and key stakeholders to continuously enhance CDIC’s level of operational preparedness and resolution readiness.

Organizational strength

  • We were named one of National Capital Region’s Top Employers for the third consecutive year, reinforcing CDIC’s reputation as an employer of choice and supporting our ability to attract top talent.

Government priorities

  • We advanced Budget 2025 priorities by contributing to legislative changes that support the entry and growth of federal credit unions, promoting a more competitive and innovative financial system.

  • CDIC aligned with direction from the Minister of Finance and National Revenue to follow the spirit and intent of the Government’s Comprehensive Expenditure Review (CER).

  • We renewed our corporate structure and resources to strengthen efficiency, resilience, and our focus on readiness and protecting depositors.
