Management team
Our management team is made up of corporate officers, who are responsible for their departments, under the oversight of our President and CEO.
President and Chief Executive Officer
As the head of our executive team, the President and CEO leads CDIC. She is responsible for the functioning of our business and affairs and ensures that employees are acting in a way that is consistent with board policies. The CEO also carries out duties laid out by our legislation and by-law, and other matters given by the Board.
Gina Byrne was appointed to the role of President and Chief Executive Officer (CEO) in 2025. Having joined CDIC 18 years ago, Gina has held several positions within CDIC, including most recently as Chief Operating Officer (COO), and brings with her a rich background in the financial services sector.
As CEO, Gina is accountable for setting the strategic direction of the Corporation, maintaining strong relationships with members, industry associations, and key stakeholders, and guiding the organization’s operations and talent to ensure consistent delivery of CDIC’s strategic goals. Gina has extensive experience and a deep understanding of CDIC’s operations and risk environment. Prior to her current role, she held roles of increasing responsibility in Member Risk, Resolution Planning, and Enterprise Risk and Resiliency. Gina led the development of CDIC’s resolution planning framework, including the inaugural set of resolution plans for Canada’s largest banks. She established CDIC’s crisis response framework for the escalation and coordination of CDIC’s preparedness activities, ensuring the corporation is ready to respond in times of stress.
Prior to joining CDIC, Gina worked at KPMG and various other financial service institutions, where she gained extensive experience in financial systems and risk management.
She holds an MBA from Dalhousie University, an Honors Bachelor of Science degree from Wilfrid Laurier University, and the CPA, CA designations.
Corporate officers
Our corporate officers are accountable to the CEO and are appointed by the Board on the advice of the CEO.
The corporate officers set CDIC’s organizational culture, by nurturing collaboration and information-sharing throughout CDIC. They set plans and priorities, encourage skills development and inclusion to achieve our goals.
Sheila Salloum was appointed Vice-President, Member Risk and Resolution in 2025. Having joined CDIC 18 years ago, Sheila is CDIC’s crisis response leader whenever a CDIC member is distressed.
In her current capacity, Sheila leads several areas including Member Risk and Resolution, Payout Operations and Trust Deposit Operations. She is responsible for the overall monitoring of financial industry changes, anticipating risks in our membership and ensuring CDIC is positioned to effectively protect the savings of depositors.
Prior to joining CDIC, Sheila worked in Risk Management at Export Development Canada.
Sheila is a CPA, CGA and holds an Honours Bachelor of Commerce in Accounting from the University of Ottawa.
Christa Walker was appointed Vice President, Corporate Affairs, General Counsel in 2025. Christa has over 15 years of experience with CDIC, where she has played a key role in driving major corporate initiatives.
In her current role, Christa leads several areas, including Policy and Global Affairs, Communications, People and Culture, Legal and Insurance, and provides trusted governance advice to CDIC’s Board. Over the years, she has helped strengthen the organization in important ways. She was responsible for and oversaw the transformation of CDIC’s enterprise risk management framework. She founded CDIC’s Simulation Centre of Excellence, an invaluable part of CDIC’s crisis readiness strategy. And finally, she led CDIC’s work on legal and operational elements of the bail-in regime and was instrumental in developing resolution guidance for Canada’s domestic systemically important banks (D-SIBs).
Prior to joining CDIC, Christa spent eight years in private legal practice. She continues to leverage her deep legal expertise and strategic leadership to help deliver on CDIC’s public mandate. Christa holds a law degree from the University of Western Ontario and a B.A in Psychology from Queen’s University.
Samantha Zahra Rahim was appointed to the role of Vice-President, Technology and Data in 2025. She is known for driving big changes with a focus on business outcomes, like implementing new business platforms, migrating to the cloud, moving data centres, and improving customer service operations. She has also been a strong voice in government-wide tech collaboration, helping smaller departments work more efficiently by fostering strong relationships between technology and business.
In her role as Vice-President, Technology and Data, Samantha oversees Enterprise Technology, Corporate and Mandate Applications and Strategy and Innovation. Samantha brings over 25 years of experience in IT and digital transformation, and she has held leadership roles in both the public and private sectors. Most recently, she was the Chief Information Officer (CIO) and Deputy Chief Security Officer (DCSO) at the Social Sciences and Humanities Research Council (SSHRC) and the Natural Sciences and Engineering Research Council (NSERC). There, she led everything from IT, cybersecurity to facilities and call centres.
Prior to joining the federal government, Samantha worked in senior roles at PwC and Canada Post, where she led major transformation projects as both a business and technology leader. Earlier in her career, she worked at Accenture and even started out as a process engineer in circuit board manufacturing.
Samantha holds degrees in Biochemistry and Chemical Engineering from the University of Ottawa.
Jordan Rosenbaum was appointed Chief Financial Officer in 2022. Having joined CDIC in 2021, Jordan brings over a decade of senior leadership experience in the financial services industry.
In his CFO capacity he oversees CDIC’s Finance Operations, Strategy and Planning, treasury, Procurement, Corporate Security, and Facilities. His leadership is key to ensuring that CDIC’s financial strategies align with our mandate.
Prior to joining CDIC, Jordan was the Chief Financial Officer for an Ontario Credit Union.
Jordan is a CPA, CA and holds several certifications, including Certified Internal Auditor (CIA), Certified Financial Services Auditor (CFSA), and a Certification in Risk Management Assurance (CRMA). He earned a Bachelor of Commerce degree from Dalhousie University.
Nadine Saryeddine was appointed Chief Risk Officer in 2025. Having joined CDIC 16 years ago, Nadine’s role is to champion constructive debate, challenge the status quo and drive risk informed decision making across the Corporation.
In her role as Chief Risk Officer, Nadine oversees Crisis Simulations, Enterprise Risk Management and Internal Audit. Nadine was the first to lead and establish CDIC’s Simulation Centre of Excellence in 2019, has authored papers on simulation best practices, and in 2023 led the transformation of CDIC’s ERM program. In 2014 – 2019, she was part of a small team to develop the first iteration of large bank resolution plans, resolution planning guidance and operationalize CDIC’s new bail-in powers.
Prior to joining CDIC, Nadine worked for Mitel Networks and Deloitte specializing in complex accounting and financial reporting matters for publicly listed and venture capital financed telecom companies.
Nadine is a CPA, CA by training, with an Honours Bachelor of Commerce from Carleton University.
Management committees
Our management team has created three committees to support CDIC-wide collaboration.
- Executive Steering Committee (ESC): ESC handles governance and operational matters. This includes budget setting and execution; corporate performance and strategy; and people and culture initiatives. They support the CEO and the Chief Legal Officer, Corporate Secretary, and Head of Policy Integration for Board meetings and events.
- Priorities, Planning, and Operations Committee (PPO): PPO works as a forum to discuss, set, and share information on organizational priorities.
- Management Risk Committee (MRC): MRC provides input to CDIC’s Enterprise Risk Management program and helps to identify and manage operational risks.
